IdeaTorrent is an excellent tool for soliciting ideas. The problem is
that to work it needs constant moderation.

For the government to use this they'd have to give someone the task of
maintaining it on a regular basis. They wouldn't simply be able to
ignore the whole thing, which would of course, defeat the whole purpose.
