Yes.
This would suggest that the term extension was:

By a minimum of 8 years. It went from a fixed term of publication+28
(+14) to life+50. The calculation is completely different.

According to Lessig's theory, renewal formalities would be allowed,
despite Berne, for copyright terms beyond the life+50 horizon, but not
within it.
What international copyright treaties now need are MAXIMUMS, otherwise
the maximalist agenda will never be stayed.
