I suggest:

THAT technical protection measures (TPMs), as implemented by 
copyright holders, have caused problems such as invading end users 
privacy, preventing consumers from enjoying content on devices and 
software of their independent choice and the high-profile Sony-BMG 
RootKit fiasco which circumvented and compromised the security of 
thousands of computers.
