This is, in fact, still the same "Treaty on the protection of 
Broadcasting Organizations".
The CPTech page Charles cited makes that very clear.
[As an aside, I find it interesting that they're being honest that
this is about "protecting" the *organisations*, whereas the previous
two treaties concerned "copyrights" and "performances and
phonograms".]

Whether the webcasting stuff has been there all along or is a new
addition, I don't know (of course, the treaty text doesn't use the
word "webcast", although it is present in some of the explanatory
notes). I haven't looked at the changes between the first and
second drafts.
