Massachusetts seems to understand the perils of proprietary
formats, and is avoiding them :

In this case, it's mainly the patents licensing terms being
discussed, but too-strong protection for DRM technologies
leads to the same (or worse) problems. In the US today, there
are files that you can only legally access with one
particular tool, only available from one vendor.
