[d@DCC] Is policy launderying even legal in Canada?

Can someone who is capable of reading the Competition Act (and 
understanding it) tell me if I'm reading this section correctly:

I interpret that (and section 82) to say "policy laundering is 
illegal in Canada" but likely I'm being too hopeful.

Agh! It just seems that there has to be something in the 
Competition Act already that says "c-60 would be illegal & using 
the Heritage Canada to bypass Industry Canada is also illegal." 
The lobbying groups fighting for c-60 have done so many sleazy 
things both in Canada & abroad that they must have violated this 
Act... at least somewhere.
