This is a very good point... I've seen the same thing in movie theatres
before as well, the massive anti-piracy campaign was in full swing way
prior to Canadian laws actually making it illegal to download... 

I suppose some government agency or someone like CIPPIC *could* sue the
(largely american?) companies for misinformation or some such civil mistep?
