And on the other hand, as Liza Frulla herself has pointed out, 
Canadians (supposedly) value cultural independence and distinctiveness. 
Making our copyright policy in Canada, instead of in the RIAA and MPAA 
boardrooms, is a good way to signal that independence, and would be a 
good way for the government to avoid the perception over over-cosiness 
with the U.S. The whole sleeping-with-the-elephant bit, you know.
