I don't think it matters if you're out west. Write anyway.
(the more letters they receive on a given subject, the more
likely they are to print one. They only look at the source of
the letter when they decide which one to print).

The email address for letters is apparently letters at theherald.canwest.com.
They also have a web form at http://www.canada.com/calgary/calgaryherald/letters.html

Don't forget to include your address and a daytime phone number
in any letter to a newspaper.
