[d@DCC] Bill C-2: another DMCA "devices" prohibition in disguise?

I found Bill C-2, recently proposed in Parliament, rather disquieting.

It purports to be narrowly tailored to satellite television, but it looks
very much like the DMCA's "circumvention trafficking" provisions to me,
and it gives the Radio Inspectors a lot of new powers that look
worrisome.  Has anyone else on our side of the fence looked at this Bill
or its predecessor in detail?
