I really believe that one of the key problems in copyright reform is the
incorrect impression that all copyright holders have the same interests.
Trying to separate out creator copyright holders and non-creator copyright
holders (a type of intermediary) is hard for those who think of copyright
as having only two constituencies: copyright holders and royalty payers.
My submission to Heritage Cmtee tried to focus on this, and it was the
basis of my talk with the Creators' Rights Alliance.
I want to protect artists as well, and it is in trying to protect
artists that I end up seeing problems with legacy public policy thinking
which is making changes to copyright that I strongly believe harm the
interests of artists.
