Quick glance it looks like a service like Lulu.com, only unlike Lulu it
is based on proprietary software and charges up-front fees rather than
percentages of revenues via the service.
One thing that made me curious:

Recently I was contacted by a woman who was hired by the Canadian
government to write a paper on how to best reform Canadian copyright
laws. She contacted me to tell me that she was citing ArtistShare as
the main example of a model that should replace the existing copyright
system in Canada. It was quite possibly the proudest day of my life.
I'm curious if anyone knows who this person might be so we can contact
them. I don't see this service as all that unique from various other ISP
hosting services that cater to creators who wish to release their own
works online.
