  The Private Copying regime is in the copyright act and made radical
changes to what was legal to do with music in Canada.  The other was not
in the copyright at at all, did not change what was legal, and is paid for
accountably out of general government revenue.

  I see very little similar between these policies in how they were
implemented, even if they were both created to deal with perceived 
problems in cultural policy.
