[d@DCC] Rock on Ratification

I've posted the text of a letter that Minister Rock sent to the Heritage
Committee last Thursday in which he cautions against hasty ratification of
the WIPO Treaties. This is in contrast to the agenda Minister Copps appears
to be pushing and I find it quite interesting.
