EU seems at some level to "get it"

I just came across this :

They apparently condemn piracy and counterfeiting as well
as services that profit by aiding p2p file transfer.

Industry organizations apparently said that "The proposal 
creates a two tier system of enforcement where some types 
of piracy are acceptable and others not," meaning that
they would prefer to treat unauthorized copying the same
whether it's commercial or not, although "piracy" has
always been used in the past to refer to commercial
operations.
