Copyright levy and DRM

At the time I wrote my comment, I was thinking that the copyright levy stuff was irrelevant to the copyright reform stuff. I just thought, though, that they may relate as conflicting laws - if we allow copyright holders to employ DRM (and particularly if we give these DRM technologies some kind of legal protection), shouldn't they forego their cut of the copyright levy ? I wonder which is more attractive to the proponents ?

It's not one of the questions they want to discuss at these meetings. Keep
quiet, they might add a tax for print authors, computer games and videos,
all those who were left out the first time around...
