Like Napoleon said, you can dissolve parliament with a whiff of
grapeshot. This looks to me like a bargaining tactic calculated to get 
MS to reduce its prices.

Even if this bill isn't a bluff, how long can any legislator remain
immune to bribery and graft? Mr. Gates has enough money to break anyone,
doesn't he?
