I think it's worth pointing out that neither of those assertions are
copy rights, nor should the be. For commercial priveleges, I think we
should really be encouraging that it be restricted to some work-alike
of the COPYING file that you always get in GNU source and documentation
trees. (Note that there are penalties for redistributing the tree
without the COPYING file included.)

AFAIK, the government is basically proposing that something lying
somewhere between an URL and an ISBN can be attached to any copyrighted
file to serve the purpose of the COPYING file, except it is protected
in its own right, instead of beinf part of the terms of the
republication license.

Of course, if this isn't what they're shooting for, then this is where
we want to point them (as it's not yet prudent to suggest rejection of
WIPO)
