I think it is still worth pursuing and finding out what is possible.
Who wants to take the lead on this? I'll be contacting some of the EFF
folks that I was in contact with when the EFF submission was being
written.

This is currently being challenged in courts I believe, although I don't
have links handy on that. You cannot spend more than 10% of your budgets
on what the government calls "advocacy". Other charities have also been
able to have a separately-budgeted advocacy branch and not run into any
problems.
If we wish to do this type of thing, we can look into it in more detail.
One of my past clients is Planned Parenthood and they are both a Charity
and do advocacy/education (which is which depends on what you feel about
their message) domestically and abroad.
